Move Over Law: Reducing speed to below the speed limit

Clarifies that, when a driver is required to reduce the speed of a motor vehicle in circumstances in which the driver is unable to safely change lanes under the Move Over Law, the driver must reduce the motor vehicle's speed to below the posted speed limit.
