SYNOPSIS

SNAP chip-enabled cards

R.C. 5101.542

Modifies a provision that would have required the Department of Job and Family Services to replace all existing electronic benefit transfer cards used in the Supplemental Nutrition Assistance Program not later than two years after the bill's effective date and thereafter ensure that all newly issued cards are chip-enabled, to instead require the Department to begin issuing new chip-enabled cards beginning on the bill's effective date and thereafter replace all existing cards with chip-enabled cards under the Department's ordinary time frame for replacing cards.

LSC technical changes

Makes LSC technical changes to update section numbers and outdated date references.

Department of Job and Family Services

Sections 4, 5, and 6

Appropriates $2,250,000 in GRF ALI 600569, SNAP EBT Modernization, and $750,000 in federal Fund 3840 ALI 600610, Food Assistance Programs, in FY 2027. Removes appropriations in FY 2026 totaling $10,600,000 ($5,300,000 in both ALI 600569 and ALI 600610).

Eliminates language permitting the ODJFS Director to certify to the OBM Director the available balance of these appropriations at the end of FY 2026 to be reappropriated to FY 2027.
