SYNOPSIS

Mental state for human trafficking and age of victims of kidnapping

R.C. 2905.01 and 2905.32

Restores the current culpable mental state for commission of the offense of trafficking in persons to knowingly (from recklessly in the bill) and restores the age of a victim of kidnapping to under 13 (from under 18 in the bill) when an offender, by force, threat, or deception, removes the victim from the place where that person was found or restrains the liberty of that person.
