Explicitly states (in conformity with Article II, Section 28 of the Ohio Constitution) that the bill's provisions regarding prohibited clauses in a contract between a conservancy district and a third party do not apply to either of the following:

1. A contract in effect before the bill's effective date; or

2. The renewal or extension of a contract in effect before the bill's effective date.
