SYNOPSIS

Department of Health

Sections 218.10 and 218.15

Removes provisions related to Rural Health Transformation that did the following:

-Created the Rural Health Transformation Fund (Fund 3IV0) in the state treasury and required the Director of Health, when awarding money from the fund, to give preference to independent rural-based applicants and those applicants located in rural Ohio with affiliation agreements.

-Established the following ALIs under the fund with the following appropriations in each fiscal year (total appropriations are $202,030,262 in each fiscal year):

-440694, Ohio Rural Health Innovation Hubs/Clinically Integrated Networks, $92,000,000;

-440696, Ohio Rural School Based Health Centers, $21,180,000;

-4406A2, OhioSEE Rural Expansion, $25,000,000;

-4406A3, Rural Hospital Training and Technical Assistance Center, $1,000,000;

-4406A4, Rural Health Workforce Pipeline and Development Projects, $12,540,990;

-4406A5, Healthier Ohio Initiatives, $16,687,000;

-4406A6, Rural Ohio Emergency Care/EMS Transformation, $12,000,000;

-4406A7, Pharmacy Electronic Medical Records Access, $3,500,000;

-4406A8, Rural Maternal and Child Health, $7,000,000;

-4406A9, Rural Health Equipment and Supplies, $9,000,000; and

-4406B1, Rural Health Program Implementation, $2,122,272.

-Permitted $61,695,461 in each fiscal year in ALI 440694, Ohio Rural Health Innovation Hubs/Clinically Integrated Networks, to be used for Rural Health Innovation HUBS/Clinically Integrated Networks.

-Required the ODH Director to develop a scoring system that did the following: (1) awarded additional points for facilities that are operating or proposing to open or reopen a maternity unit within a rural hospital when awards are awarded and (2) required that at least $30,300,000 in each fiscal year be awarded to applicants proposing qualifying projects associated with a new or existing maternity unit within a rural hospital.

-Earmarked $30,304,539 in FY 2026 awards in ALI 440694 to be used to evenly award funding to rural hospitals.

-Required ODH to develop a list of hospitals that would receive funding and seek Controlling Board approval before any funds were to be awarded.

-Prohibited any entity that receives a FY 2026 award from receiving any remaining funding from FY 2026 awards under ALI 440694.

-Reappropriated the available balance of appropriations from Fund 3IV0 at the end of FY 2026 for the same purpose in FY 2027.
