SYNOPSIS
Adoptable children profiles
R.C. 3107.019. 5103.17, 5103.171, and 5180.23
Requires biological parents who choose to advertise that their child is available for adoption to be subject to the bill's requirements.
Specifies that no person or government entity other than the Department of Children and Youth (DCY) can publish profiles of adoptable children.
Clarifies that an agency or attorney can create and include information in a child's profile only if the child consents to the profile creation and the information included.
Prohibits an agency or attorney from obtaining consent from a child unless the child is 12 years of age or older, except a child who is 12 years of age or older and part of a sibling group may consent on behalf of the child's siblings who are not able to give consent.
Requires an agency or attorney, in obtaining consent from a child, to explain to the child the child's options and rights regarding the profile.
Requires DCY to remove profiles of children who have a court-appointed guardianship or are otherwise unavailable for adoption, rather than are in a permanent placement.
Removes the bill's requirements regarding posting a picture or video of a child on the child's profile and expressly prohibits a child's picture or video from being posted.
Removes the bill's requirement that public children services agency (PCSA) websites link to the National Adoption Association's "AdoptUSKids" website.
Removes the bill's requirement that each PCSA annually report to DCY the total number of grants awarded under the Ohio Adoption Grant Program.
