A R E S O L U T I O N
To encourage federal law enforcement to permit state and local law enforcement to be a part of the investigations into any offense that occurs in Ohio.
BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF OHIO:
WHEREAS, State and local law enforcement agencies play a vital role in protecting the public and maintaining peace in local communities; and
WHEREAS, State and local law enforcement officers spend their careers building relationships and trust in the communities they serve; and
WHEREAS, Following the tragic loss of life of U.S. citizens Renee Good and Alex Pretti in Minneapolis, federal law enforcement refused state and local law enforcement participation in the investigative process; and
WHEREAS, There is a longstanding practice throughout the history of the United States to allow state and local law enforcement to lead criminal justice enforcement; and
WHEREAS, Federal authorities barring state and local law enforcement from participating in criminal investigations of any kind harms public trust in law enforcement and transparency in the investigative process; and
WHEREAS, Ohio and its citizens have a right to be a part of investigations into potential criminal offenses that occur in the state; now therefore be it
RESOLVED, That we, the members of the House of Representatives of the 136th General Assembly of the State of Ohio, encourage federal law enforcement to permit state and local law enforcement to be a part of investigations into any offense that occurs in Ohio; and be it further
RESOLVED, That the Ohio Attorney General and Department of Public Safety should have access to the case materials, scene evidence, or investigative interviews necessary to complete a thorough and independent investigation of any criminal, civil, or code of conduct violation by a federal, state, or local law enforcement officer that occurred in the course of the officer's duties; and be it further
RESOLVED, That the Clerk of the House of Representatives transmit duly authenticated copies of this resolution to the news media of Ohio.
