SYNOPSIS

Pupil transportation by a transportation network company

R.C. 3319.316, 3327.103, 4511.76, 4925.11, 4925.12, 4925.13, 4925.14, and 4925.15 (removed)

Removes provisions from the bill that do all of the following:

- Authorizes a school district's board of education or a school's governing authority to contract with a transportation network company (TNC) for student transportation to and from school and from school-related activities, beginning with the 2026-2027 school year.

- Requires the contracting school district's board of education or a school's governing authority to obtain parental consent prior to allowing the TNC to transport individual students.

- Exempts a TNC driver providing services under that contract from the rules governing student transportation and driver qualifications adopted by the Department of Education and Workforce (DEW) and Department of Public Safety.

- Establishes separate driver and vehicle qualifications for student transportation by a TNC, including additional background checks, drug and alcohol testing, physical exams, vehicle inspections, and active GPS monitoring.

- Requires a TNC to either provide or approve a pre-service training course and annual in-service training courses for its TNC drivers who provide pupil transportation services.

- Requires the training courses to include topics that are similar to the DEW training courses for its pupil transportation drivers.

- Requires the DEW Director to conduct audits and investigations of a TNC and its drivers providing pupil transportation services, either on a periodic basis or based on a complaint.
