In line 3 of the title, after "cases" insert "and to declare an emergency"

After line 977, insert:

"Section 3. This act is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, health, and safety. The reason for such necessity is that immediate action is necessary to effect the change on existing cases where existing restoration of competency time limitations are waning. Therefore, this act shall go into immediate effect."
