A J O I N T R E S O L U T I O N

Proposing to enact Section 5 of Article V of the Constitution of the State of Ohio to require identification to vote.

Be it resolved by the General Assembly of the State of Ohio, three-fifths of the members elected to each house concurring herein, that there shall be submitted to the electors of the state, in the manner prescribed by law at the general election to be held on November 3, 2026, a proposal to enact Section 5 of Article V of the Constitution of the State of Ohio to read as follows:

ARTICLE V

Section 5. (A)(1) Electors shall provide identification in order to vote, in accordance with laws passed by the general assembly. The laws shall include a requirement that an elector show the elector's photo identification when voting in person at a polling place or other voting location designated by law, except as otherwise provided in divisions (A)(2) and (3) of this section.

(2) The laws shall provide an alternative method of verifying the identity of an elector who does not have photo identification because the elector has a sincere religious objection to being photographed.

(3) The laws shall permit an elector who does not show photo identification at the time of voting in person to cast a provisional ballot and provide photo identification to the election officials by a deadline specified by law in order for the provisional ballot to be eligible to be counted.

(B) For purposes of division (A) of this section, "photo identification" means one of the following documents that is issued by an agency of this state or the United States, includes the elector's name and photograph, and is not expired:

(1) A driver's license or state identification card issued by the Ohio bureau of motor vehicles or its successor agency;

(2) A United States passport or passport card;

(3) A United States military identification card, an Ohio national guard identification card, or an identification card issued by the United States department of veterans affairs or its successor agency;

(4) Another document authorized by the general assembly by law for use as photo identification for voting purposes.

(C) Nothing in this section requires the general assembly to pass laws allowing electors to vote in any location or manner other than in person at a polling place on the day of an election.

EFFECTIVE DATE

If adopted by a majority of the electors voting on this proposal, Section 5 of Article V of the Constitution of the State of Ohio enacted by this proposal shall take effect immediately.
